Judith Berek

Judith Berek partners with Phyllis A. Patrick & Associates, LLC on projects involving compliance and regulatory requirements.

Ms. Berek has held senior roles in the Centers for Medicare & Medicaid Services (CMS) and its predecessor, the Health Care Financing Administration. She was:

  • Principal Advisor for National Policy Implementation in the Office of the Administrator, where she represented the Administrator on the Medicare Contractor Oversight Board and the Information Technology Investment Board.
  • Region II and Northeast Consortium Administrator, responsible for managing all aspects of CMS in New York, New Jersey, Puerto Rico, and the US Virgin Islands
  • Senior Advisor for Program Integrity, advising the HCFA Administrator on Medicare and Medicaid program integrity issues and coordinating activities within HCFA and with the Department of Justice, the Office of the Inspector General, the states, and other partners.

She was a major participant in formulating the program integrity sections of the Health Insurance Portability and Accountability Act and the Balanced Budget Act of 1997.

Before joining the Federal government, she was Executive Deputy Administrator for Personnel Administration for the New York City Human Resources Administration. Prior to that she was Deputy Commissioner, Division of Adult Services, for the New York State Department of Social Services. She previously served as Vice President and Director of Legislative and Professional Programs of District 1199 of the National Union of Hospital & Health Care Employees, AFL-CIO.

Ms. Berek received the Presidential Executive Rank Award for sustained accomplishment as an outstanding leader in the administration of CMS’ programs and diligent commitment to ensure the health care security of Programs’ beneficiaries, and two other CMS awards
